Chapter 4 provides the basis for the Commission's recommendation to reduce Marylandメs greenhouse gas (GHG) emissions by 25 per cent to 50 per cent below 2006 levels by 2020 and a goal of 90 per cent below 2006 levels by 2050. The Commission also recommends interim reduction targets of 10 per cent reductions by 2012 and 15 per cent reductions by 2015, using the 2006 baseline. The Chapter outlines 42 policy options to achieve these targets, including long-term contracts for offshore wind, which are characterized as "lower emission reduction/easier implementation."
