This report examines the incremental costs and benefits between a proposed renewable energy portfolio standard (RPS) of 20% renewable sources by 2020 and the existing RPS of 4% by 2008. The report concludes that the proposed RPS would raise electricity prices approximately 3.7% by 2020 but have a negligible impact on the growth of New Jersey's economy. These impacts depends on whether expected technological improvements reduce the costs of renewable power.
