Effects Matrix for Evaluating Potential Impacts of OSW Energy Development on U.S. Atlantic Coastal Habitats

This white paper provides a means of evaluating potential impacts of offshore wind (OSW) facilities on coastal habitats along the U.S. Atlantic coast in support of National Environmental Policy Act (NEPA) documentation for OSW facilities. The intent of this white paper is to provide a mechanism to assist in efforts supporting a more “efficient and coordinated permitting process for offshore wind energy developments.” To this end, the final product is an effects matrix that generates a table of overall effects using intensity, context, and duration, as well as ranking (thresholds) for impacts.
