The study reviews the current renewable energy in Virginia, prospects for future development, renewable energy costs compared to fossil-fueled alternatives, incentives and impediments to the development of renewable energy, economic impacts of renewable energy in Virginia, and environmental compliance considerations. Estimates offshore wind capacity potential to be 1,300-32,000 MW using class 5 and 6 winds (17 miles per hour or more).
