Developing a Management Strategy for North Carolina's Coastal Ocean

The report recommends enactment of a comprehensive statute and rules to address the granting of easements and leases of state-owned submerged lands and the associated water column and air space for alternative energy projects, as well a review of existing rules and roles of the Coastal Resources Commission (CRC), Environmental Management Commission, and Utilities Commission (NCUC) in overseeing ocean-based alternative energy projects.
