The report states that although Massachusetts has implemented many effective and indeed nation-leading programs, there is a real likelihood that the state will fall short of its 2020 greenhouse gas reduction (GHG) goal-- a 25% reduction from 1990 levels. It calls for additional action, including launching stalled initiatives within the Massachusetts Clean Energy and Climate Plan for 2020; adding measurement and coordination where little exists; and appointing a cabinet-level climate administrator to manage all aspects of the cross-agency program.
