The report summarizes the results of a two-day workshop that exchanged "lessons learned" in support of US offshore renewable energy development. Key areas of conversation included electrical infrastructure and sub‐sea transmission, platform and foundation designs, project management and planning, installation, construction, and safety.
Deepwater Wind has prepared this Environmental Report (ER)/Construction and Operations Plan (COP) to support the environmental assessment under the National Environmental Policy Act (NEPA), as well as the environmental analysis required as part of other federal, state, and local approvals and consultations for the project. The project includes the development of a 30MW offshore wind farm located approximately 3 miles southeast of Block Island, Rhode Island (entirely in state waters). It also includes the development of a 34.5 kV AC bi-directional submarine transmission cable that will run up to approximately 22 miles from Block Island to the Rhode Island mainland (within state and federal waters).
The order establishes operating procedures and certification standards for an Electric Reliability Organization (ERO) to enforce mandatory reliability standards for the US bulk-power system.
The order requires each public utility transmission provider to: (1) offer intra-hourly transmission scheduling (in intervals of 15 minutes or less); and, (2) incorporate provisions into the pro forma Large Generator Interconnection Agreement requiring interconnection customers whose generating facilities are variable energy resources to provide meteorological and forced outage data to the public utility transmission provider for the purpose of managing the flow of renewable energy with improved power production forecasting.
The order granted in part and denied in part requests for rehearing and clarification of Order No. 661. The order adopted the joint recommendation of the North American Electric Reliability Council (NERC) and American Wind Energy Association (AWEA) on low voltage ride-through provisions; and, clarified that the point of measurement for the low voltage ride-through standard is at the point of interconnection.
